Based on business registration statistics and a wide range of other information on the startup ecosystem, we examine the impact of the Covid19 pandemic on startup activity in 401 districts and independent cities in Germany. In addition to the amendment to the Crafts and Trade Code, the pandemic has led to a decline in startup intensity in the majority of districts. The extent of these decreases varies considerably, as does the extent of the increases. However, regional factors of the startup ecosystem appear to have had little impact on this development. The economic shock triggered by the pandemic does not seem to have broken the path dependency of the development of start-up activity in the regions.
