Starting point / Problem statement
The Climate Protection Act stipulates that Germany must achieve net zero greenhouse gas emissions by 2045. This goal is to be reached in an economically efficient manner, which is in general best achieved through a forward-looking realignment of the relevant framework conditions. However, since social hardships and deindustrialisation are to be avoided, this could conflict with an exclusive focus on adjusting framework conditions. Previous project work indicates that resolving these and other trade-offs, such as the potential conflict between digital and green transformation, represents a highly complex challenge.
Research objective/approach
In the second phase of the project, potential approaches will be developed to design regulatory framework conditions that enable Germany to achieve the intended CO2 neutrality as efficiently and SME-friendly as possible, in combination with the ongoing digital transformation. Potential strategies will be discussed with experts, and their policy recommendations incorporated into the study report.
