Initial Situation/Problem Statement

Many small and medium-sized businesses experience a dual transformation that involves significant investments in modernization and expansion. However, realizing these changes often requires going through lengthy and complex planning and approval processes, despite the promise of legal certainty. Recent developments, such as the construction of liquefied natural gas terminals or the Tesla factory in Brandenburg, have demonstrated the potential for expediting procedures in Germany. The question remains as to the extent to which this potential can also be tapped for investment projects crucial to the transformation of small and medium-sized enterprises.

Research Objective/Approach

The project aims to identify opportunities for accelerating and simplifying planning and approval procedures that cause delays in investment projects for small and medium-sized enterprises within the context of the green transformation. Potential solutions will be explored, including an analysis of the two mentioned major projects. The objective is to examine the extent to which acceleration aspects observed in those projects—such as in construction, environmental, and administrative procedures, as well as political will—can be applied to transformation projects for small and medium-sized enterprises. Furthermore, best-practice examples in selected OECD (Organization for Economic Cooperation and Development) countries are being analyzed. Expert discussions with individuals familiar with planning and approval procedures, as well as with entrepreneurs, aim to identify specific obstacles and assess the transferability of proposed solutions. The resulting economic policy recommendations will be presented in a workshop involving entrepreneurs, influencers, and representatives from public administration.
