The German government is planning an amendment to public procurement law. It seems necessary because public procurement in Germany is bureaucratic and heavily regulated. SMEs are also often still very unwilling to participate in public tenders - despite the current principle of ‘SME friendliness’ in public procurement law. According to the team of authors, a paradigm shift in the legal framework would therefore be important in order to create the required SME-friendliness.
